I have two virtual tours that are from neighboring areas. How can I link them and have arrows that lets the visitor move to a photo from the other virtual tour and vice versa.

This is possible with at least one of the third party tour editors.
I saw @EysteinnGudni demonstrate this in one of his brilliant videos.
Hopefully he will step in and guide you on this.

Before Google Street view was joining and connecting the pictures by it self, locating the nearest pictures and connecting. But now I also could not find the option so far and they have removed it from the auto connect.
