You can buy this book for 300 yen in the shop at Konya-cho, and it will be the passport to join this event. The rule is very simple, all you have to do is get a stamp from the shops and complete the book. The secret is that you can go into the shops that you never been to and the shop are open to people who just want to see the atmosphere.
You can find this blue flag in the entrance and that is the shop or cafe who is joining the walking stamp rally.
