Recently I read about a flower festival and a book festival.
Excellent photos of the festival 
In Pune where I live currently, kite flying is non-existent.
But I liked kite flying very much and fly a kite on top of my apartment building during Sankranthi every year.
In Bengaluru where I lived 5 years ago, we participated in a kite festival:
