I don’t know whether this question has been answered before but have checked through and couldn’t find it out.
I would like to know if it is possible to post a local story on connect which has been published some where else on either a local magazine or newspaper

Your local stories are most welcome here on connect. Please post them in the section named Local Stories.
If you are the author of a story that was published elsewhere in either a local magazine or newspaper and you still own the copyrights to the story and if it is relevant for local guides, then please go ahead. But please mention when and where it was first published.
If you did not write the story, then only posting a link to the story would be the way to go. In this case please add some of your own words explaining why other local guides should follow the link and read the story.
If the story is not available online you should ask the local magazine or newspaper for permission before posting a picture of the story.
The copyright rules are rather simple. You can’t steal/borrow the work of someone else and then post it while pretending you wrote it.
