Is this bug also already on the to-do list:
In the Announcement section, it is not possible to add a video inside a reply. A dialogue box pops up but the field to add the YouTube link is missing.

I am sure you did it already all the debugging procedures. As you can see the pop-up window is working for me on mobile.
I suspect some glitch on your side, or in some specific Device/OS/App, so maybe giving more details may help to debug the issue.
I use a Pixel 3 on Android 12, security update October 5, 2021. My browser is Chrome, Version 98.1.4758.87
However I agree about a potential Issue, as on desktop the button to add the video is not visible on my side in blogs (Announcement and help desk) @AngieYC , while I can see it on mobile
Restart browser, restart phone, clear cache, alternative browser all tried to no avail.
Android 11 .0.0.174
Chrom 97.0.4692.98
I think the add video button has been missing on Desktop for a very long time.

Thanks for flagging, I tested on my end too and as @ErmesT the video feature appears as intended. @MortenCopenhagen regardless of how it looks, can you still add a link to the field?
For the video function that’s missing on desktop (blogs), I will inform the relevant team and keep you updated.

Testning from my backup phone shows the problem is not isolated to one device.

No, it is not possible to set the focus by tapping between/on the two horizontal lines.
