I heard that the local guides summit has been renamed to connect live and I want to be a part of a community that I love working for, make new friends and meet up people from google… how do I apply?

You’re right that the summit has been renamed as connect live. Unfortunately its too late to join the connect live 2018 as it over now. Keep an eye in this board for future Announcements. Please refer to this and this post for more details. This page will help you to understand everything too.
