I had this issue for many years.
All of my friend which have local guide contributions at the same or lower level compared to me, will receive the promotion code via email 2-4 times per year(Please refer the attachment with 15% off ).
I have checked the preference and I cannot found out the problem. (Please refer to the attachments)
Doese anyone knows how to solve this issue?

@RickyC1 Local Guides rewards is not related to levels or amount of contributions. It’s random and we don’t how how the Local Guides team decides to distribute the rewards. My way of thinking is just never think about it, and be glad if someday it arrives. You already did the right thing by checking the box in your Local Guides profile and also putting your location. You can also check your spam folder and see if the email goes there.
Other than that, just need to be patient and hopefully you will be offered for one of future rewards.
