Nepal’s administrative division has changed since 2015. However, Google is yet to accommodate this change. How or where can I suggest or speak to a representative on this matter?

Only Google can edit these although you can always send feedback and suggest your changes through Google maps. To send feedback you can follow these steps below:
Computer:
Click the three bar menu icon in the top left on Google Maps
Click send feedback
Select feedback option
Click send
Android :
Open the Google Maps app.
Tap your profile picture or initial Account Circle and then Help & feedback.
Select a feedback option
IOS:
open the Google Maps app
Tap your profile picture or initial Account Circle and then Help & feedback and then Send app feedback.
Leave app feedback or share your ideas and then Send
Don’t forget to add as much information as possible because the more you inform the more Google Can fix it.

To report this kind of changes you should contact the Google Maps Help Community and submit to them a link to an administrative public document. Some change may take time, especially when are relevant do boundaries.
However, there is an actual dispute about une part of the territory, so in this case Google will not update the maps without a confirmation about the boundaries from the United Nations, as the Local Maps can differ from the “officially accepted” Maps

Google Maps has a program enabling local and regional partners to upload their data directly, quickly, and automatically. Please learn more Google Maps Content Providers
Examples include municipalities and public transport providers.
This route would probably be the easiest for you. Try motivating them to enter into such a partnership.
