Good afternoon, I wanted to know what I have to do to report a response from a business to a review that I have posted since it violates Google’s policy by insulting me on several occasions. I think my review has been fair and educated. thank you so much for your attention

If you delete your review, his reply will be gone too.
You could then post it again 
On a more serious note: If the owner is defaming or doxing you, this is something you will need to seek help on in the legal system in your country. I don’t know where you live, and what the rules are.
Don’t expect Google to help you legally.
