The review dates and photo dates are referring to the time of upload. It is not possible to manipulate the dates. If you delete and upload it again it will get a new date, but you will also lose the views.

As @MortenCopenhagen said, the photos are displayed on your profile according to the date of upload.
However, on desktop you will see also the date of shot, according on the information stored on the uploaded file.
As an example, this is a detail of the last photo uploaded by you.
On the bottom you will se the date of the image capture
However, I would like to consider not appropriate to upload now in a business a photo that is, in your case, 14 to 15 years old, because the photo, to be helpful, should represent how the business is now. What is the help of uploading a photo of a dish taken 14 years ago. Is the menu the same now. Do they serve the same food, prepared in the same way? Can you be sure of this? Personally I found this quite useless, and sometimes misleading.
I also would like to ask you to avoid uploading dark of blurred photos. Please keep in mind that the scope to upload photos in Google maps is to help others to be informed about a place, not to use Maps as a personal album
