I wanted to let you know that I just divided this question from the other unrelated post of yours so you can discuss with other members one issue at the time.
To aswer your doubt properly, can you give us more details about what you are trying to do and what procedure you are following step by step? Otherwise is not easy to understand and assess the question.
If you are trying to create a list, are you using a phone or on a desktop? Did you try this way?

You can follow the link suggested that @Giu_DiB to check the procedure about creating a list.
Keep in mind that a list, to be published, must have at least 4 places added.
In addition, if you want to have the possibility for your list to be featured, you should select the photo that you want to see as a cover for every place.
On mobile there is a very useful way to improve and verify if your list is improved for being published, as you can see here below
A public list can be followed in Google Maps
Featured list: when a list is featured, can be found while searching the an area, as you can see for my list here below
now, it is just a matter of fun. Try to add relevant contents and you will get follower for sure.
Of course, a list can be used also for a lot of “private” scope, like the list of your doctors, or other information that you do not need to share publicly.

There is no publish button in map list @Frazzle1988
You can make your list Public, Private or Shared and share with others by sharing link of list.

I am not seeing these features in iOS. Is list publishing only an Android option? I have made a number of my lists public, but they don’t seem to have published, nor have I gotten points yet for them…
