the crisis layer in maps is created and maintained by Google Maps Crisis Team.
Organizations around the world can become partners through the Google Public Alert website
To know more about the crisis map you can visit the help page and the main Crisis response website
What we can actually do, during a crisis, is to report road closures on Maps during a crisis, as indicated by @MortenCopenhagen , but we cannot start the alert by ourselves
