The procedure to add a road remains the same and is irrespective of any region.
On the phone, click on your profile icon, next select help and feedback and in that missing road.
Use the satellite view to suggest that.
However, certain regions are locked for any edits like road addition and your attempt may not be successful. However, there is no harm in attempting.
In that event, share your edit here on connect and then tag a moderator.

You are able to add a missing road from an android or computer. In addition to what @C_T mentioned, please follow these instructions:
Important: Make sure you have the latest version of the Google Maps app.
- On your Android phone or tablet, open the Google Maps app
- Tap Account Circle , Help & Feedback , Send Feedback.
- Select the affected road.
- From the list that appears at the bottom, tap the place or road you want to fix.
- Follow onscreen instructions to send your feedback.

Same problems with me as well, could not add or edit roads, there is no options.

In the regions of Nepal I am not able to add roads.How can I add them? Any ideas as these regions are locked.

Thanks for keeping interest in road editing in Nepal. Though you can’t edit the roads, you can post the road errors, missing roads and address on Google Maps Help Community. I have posted questions for missing roads and road names. Likewise, you can post a question on it by looking through this thread. I’ve successfully added/edited roads in Nepal. As per my knowledge the option is only available on Desktop. Here’s the step to edit roads:
- Open Google Maps on Desktop
- Click on Menu Bar
- Tap Edit the Map
- Tap Add or Fix a Road
From here you can add or fix the roads.
