Read the Create a list of places article at the Google Maps help to learn how to create a list and publish it.

As suggested, you should go through the help desc articles to make excellent lists.
But otherwise, creating a list is an obvious activity.
When we click on any POI, we see many menu commands popping up at the bottom.
One out of that is “Save this place”
The moment we click on that, the app will ask further self-explanatory questions like whether you want to save the place in an existing list or create a new one.
Selecting New will further ask whether that should be public or private.
That’s all. Selecting the former will create a public list.
Later on, you can add more places and further refine that to fit in the expected quality standards.
