In many small towns, there are some very famous sweet carts and fast food carts which start at a particular place and heads towards a particular point and stop there to sell their sweets. I would like to know how to add such carts in google maps as they are small businesses listing on google maps will be very helpful for them.

Thanks for asking. The short and correct answer is that you should not add moving food stalls and trucks to Google Maps. If you take a look at this official google help page: https://support.google.com/local-guides/answer/2642650
You will see that “businesses without a permanent location” should not be added to Google Maps. The same goes for “Seasonal businesses without a permanent, recurring location”.
So Non-fixed locations and Non-permanent listings should not be on Google Maps.
I understand your good intentions for adding such smaller businesses.
