The process of adding a photo from your PC is the same: you find the place to which you would like to add a photo. Scroll down if it doesn’t appear instantly on your screen. Click on the “Add a photo” button.
For more information, please read the following article: Add, remove, or share photos and videos.
If you want to mention a Local Guide, don’t forget to write @ before their name. This way they receive a notification.

According to Google Maps rules, you can add photos of, Point Of Interested, like business, parks, or natural features, but not photos of address or coordinates.
This is also indicated on the guidelines shared by @MoniDi
@C_T , I know that the integration between Google Maps and Google photos, sharing from Google photos on mobile, give you the option to choose different locations in Google Maps, but in my opinion the rule in Google Maps have higher priority, and I personally want to discourage this kind of workaround.
BTW, I will be happy to have an interpretation of that by a Google Moderator
We already had several conversations in the past about that, maybe we can clarify the situation now

I acknowledge & appreciate your point.
I searched the Connect and located an approved solution to the query.
Since the solution is no more acceptable, that needs to be taken off from the Connect.
That will eliminate any non-compliance with the guidelines in the future.

That’s why I said “in my opinion”, asking for a Googler to clarify the situation.
As I said, the debate started long time ago, with two main positions:
“Rules have the priority” is what many think
“Google Photos let me do that, so it cannot be wrong” is what others say.
I believe that this is one of the elements of the integration between App that need to be improved
@ErmesT . In my opinion the best solution would be to make the needed changes so it is no longer possible to add pics via the secret workaround. That speaks volume compared to finding and understanding written rules. Don’t you agree?

You can only add photos, videos, reviews and ratings to certain places such as businesses, monuments, parks, and similar. However, Local Guides cannot add photos to areas like villages, cities, countries, and so on.
Please note that the promotion and adoption of any workaround practices is a violation of the Local Guides Program Rules and may result in the removal of Local Guides who use them.

The integration between products is not always easy to do, and sometime a door remain open for a shortcut. This is a pain for all the LGs that, contributing honestly, avoid to use this kind of workaround
