Looking at the contributions the guy has two email on the same phone, and just arrived in your country.
So most probably he checked Maps, and the app suggested him to follow you, as you are one of the most active Local Guides in the area.
In any case I will ask @DeniGu to check and escalate the issue to the team

Hi I came across this guy also and I clicked to follow him. Yet when I follow there is nothing to follow. No reviews no photos nothing. The only thing I can see is other contributions and there is 56 of them.
What is going on with this profile why is there nothing to view when I follow. Is it some sort of spam account? Screenshot attached.

Sorry for the late reply, Stephanie, as I missed your post
This is a classic case of triplicate account. The one shared by you two is probably the original account of the two shared by @OSAMA_1
All the contributions were most probably made hidden by Google and that person is no longer a local Guide. This is most probably the reason why he created two new accounts (the two shared by Osama.)
That’s why I am tagging again @DeniGu , to escalate the two duplicates (this is against the rules) and to clean, for everyone’s privacy, the various links and screenshots.

When you encounter a suspicious profile you can always report it directly to the team by using the report function available in the App.

What @ErmesT shared is correct. This is one person with three accounts, all of which are no longer part of the Local Guides program.
@Stephanie_OWL and @LG5 , please feel free to remove the account from your Followers list. @OSAMA_1 , thank you for the initial report. 
It’s always best to report entire profiles directly in Google Maps. But if there are additional, sensitive details that you want to share, please start a post on Connect and tag a Google Moderator, without including any personal information. For privacy reasons, I’ve redacted the links and screenshots in your posts.
