Though your question is understandable, you will never come to know the exact logic.
I guess, that works on the same lines of the featured photos.
The AI looks for certain key words in every review & then picks up the best among those. Those key words try to address the typical characteristics of the place under review in optimum words.

I would extend the answer of @C_T slightly and use the phrase I’ve often heard “Google Maps Magic” :).
