Recently, one of my photos has been viewed over 1.7 lakh (.17 million) times in google maps. I actually want to know how it counts.
Is it seen by 1.7 lakh people?
Congratulations on your many views of your picture from Ad-Din Women’s Medical College Hospital.
You got that many views because it was chosen to be shown every time someone visit the place on Google maps. I saw your picture as picture number two. That is pretty good.
The counting is based on how many times the picture is pulled from the servers. So it is not related to how many times someone clicked on your picture to see the bigger version.
There might even be times when your picture was loaded but the user did not scroll down to actually look at your photo on a list with search results.
So views are not the same as people. One person can load your picture more than once.

In order to ensure that all users on Google Maps experience that the application is running fast and smooth your pictures are copied to many different servers. But when you see the number of views it has been summarized over all the servers. So you don’t have to vorry about that.
The only downside is that your total views are only counted every few days. Typically you will see your total jump up every 2-3. And it does take about 24 hours for your photos to be synchronized to all servers.

I think when upload photos, the photos are open many server. You see that upload photo few times later 4-5 views on photo.
Photo of place, are open in many server & after 2-3 days later you might see actual view number of photo.
I share my stories to you, six month ago I took a market photo at Narayanganj Sadar, Bangladesh. 6-7 days later I saw 20k view in that photo.
I think photo best view count shows 2-3 day later. The actual count view showed.
I think may I solution on your problem you faced.
Actually for the photo view count, it takes count for any Google service.
Example for this top photographer (https://www.google.com/maps/contrib/105237212888595777019/photos/@-3.4805904,163.4894187,3z/data=!3m1!4b1!4m3!8m2!3m1!1e2), he got 1.8 billion (its 1800 million!!) view count for the single photo. Simply because his photos are used in other Google services and not limited to Maps.
27 Billion views on 32 photos! Am I wake up or still dreaming?
