I need help on a fraudulent map listing and what steps I can take.

Someone I know was defrauded through a listing on Google maps and from all indications, it is not a isolated case.

I’m thinking about the innocent people this might happen to in the future.

What do you exactly mean with " was defrauded through a listing on Google maps" ?

Different situations require different actions, that’s why it is important to be very clear in the question.

In the first case the issue should be reported (by the business or on behalf of the business) in the Google Business Profile Help Community . The business also have the possibility to claim to himself the ownership of a stolen business
In the second case you can Mark a place reopened or closed on Google Maps
