The short answer is than you can not. It is a new feature which is being implemented in steps. Right now the feature is only available to Local guides in a few select major cities.

You can read more about that in Introducing a new way to discover places on Google Maps
"In nine cities worldwide, people will soon be able to follow select Local Guides for recommendations on places and experiences to try nearby. These cities include Bangkok, Delhi, London, Mexico City, New York, Osaka, San Francisco, São Paulo and Tokyo. "
If you are not in one of that cities, actually you will not be able to follow other Local Guides
But of course, everyone of us is waiting for this feature to be extended worldwide

Will non LGs be able to follow us also when it fully launches?
Yes @AdvWTank , the ‘Follow’ button will be on the Google Maps profile, so I guess that it will be available for all users of Maps.
This seems to be rolling out more widely, since I’m seeing it here in Hamburg, Germany.
