In a places listing, click on ‘save’.
Then click on ’ new list’ and name it.
After that, add other places to that same list using the ‘save’ button each time.

There are two ways to create a list on Google maps. 1st way already told previous comment. And the second way is - - - - Go your menu option and click your places link. You will see save option. Now you scroll down and look at the right side + button. If you click + button maps saw you a ‘new list’ page/tab. Finally you fill up the details, press top of the button save and You are most welcome to new list. After creating a new list tap the sharing option and select public opinion then your list seen to everyone.
