To join a meetup you need to search for meetups being hosted in your city or country, if you can manage to attend, search for them here using your city name or country name, Join a meet-up ,you can also host one your self and let others join you, see this link on How to organize a successful meet-up.

Do feel free to check the needed information, that was kindly shared by @Raphael-Mahumane , should that come in handy.
Should you want to direct a post to another user, you may also use the tagging system, with the “@” so that the name of a person you are forwarding the message will appear, as it also allows you to receive notification to follow up posts easily.
