One way that our guides could meet up and enhance their communities as well their standing as a guide is visit local churches for services and then write a review of the meeting, maybe even post a couple of pictures, it’s amazing how easy it is to make new friends and strengthen ties within you local and Google communities.

It’s great that you want to meet others from the community. However, Idea Exchange is not the optimal place to do so. Idea Exchange is the section of Connect where Local Guides share their ideas toward making Google Maps or the Local Guides program even better. You can read more about it in How do I use the Idea Exchange?
I have moved your post to Meet-ups which is the best place to try and meet others. My suggestion for you is to host your own meet-up and you can read all about how in How to organise a Local Guides Meet-Up. When you’re ready, head over to the official meet-ups page to submit yours.
