I think it is a “by invitation only” program. That might also explain why you can’t find what you are looking for. I’ve also read that the program was terminated. But maybe @Flash can clear this up. He seems to know about it.

Trusted Verifiers is part of Google My business program, and was offered by invitation to the Trusted Street View Photographers (https://www.google.it/streetview/business/ ).
The program was putted on hold one year ago, and no invitation are actually released, and it is closed for new submission

The original question was how to register for the program. This was never a possibility. The entire point of the program was to invite people that Google had extreme trust in to do verifications, trust built via prior relationships. Allowing people to sign up to be verifiers would allow spammers to also sign up to be verifiers, and thus what you see was never offered.
