There is actually a known issue related to the Street View Badge in Local Guides Connect, reported by several users in Connect.
The team is aware of the issue, and they are working on it.
Which kind of application did you used to publish your tour? The 360° uploaded by the Street View App are instantly visible, BTW the connection between photo (Publish and connect 360 photos with the Street View app ) have some issue too, reported also by several users.
