Google index the data of photo which removes fake points and give a fair review about the place.
For example Low quality photo was avoid by google maps but thry give point which give bad on our profile.

I am not sure to understand what you want to tell us, but I hope Google Maps will start to remove bad contents and photo that violate copyright soon.
You have no Idea about how many people upload photos taken by internet in Google Maps, to improve the quality of their contributions.
