I’m sorry I’m not able to understand language of your screenshots. Forgive me.
In this meaning - followers are not people that follow your account like eg. in Facebook, Twitter or Google+.
Such a feature on Google Maps isn’t exist.
Milions of maps users are able to see your images and reviews, many of them already has seen your content.
In that meaning - they followed you and content created by you. They are your followers

Local Guides is a volunteer only program. There is no payment or compensation in any way for contributions, financially or physically.
The main benefit is to help others and some perks from time to time:

Why Google does not work the prizes ?? And why is your guide to inform millions of followers. Did you know that the number of followers benefit from Google ?? And Google can not pay money prizes. Knowing that the whole world follows Google
I do not think this is a convincing answer from the biggest information company in the world

I don’t now why. It’s their choice. It’s clear situation - you know the rules.
You can play and have fun for being Local Guide and have satisfaction for helping other people and other Local Guides to know your region.
For many peoples its very important thing - to share their local knowledge and to share the photos.
Do you need prizes? Why? You are using Google Maps (and knowledge of other Local Guides) for free, isn’t it?
Despite these you can get some perks from time to time for sharing your knowledge.

Instead it is written that, a review that you made got a lot of likes from other people, reason why you received this notification.

Read the picture or translate it into English and concentrate very well in the information mentioned in the picture
