I am a local guide in Saudi Arabia and working for advertising agency… use to add a lot of new business to Google Map, unfortunatly google always verify with post card, There is no post card distribution or post man service in Saudi Arabia, waste of waiting 14 days… and removed most business… some they provide phone / sms verification!!!.. I really request google to avoid post card system from Saudi Arabia…

The verification system for Google My business may need probably some improvement in some country, however the subject is totally not related to the Local Guides Program.
You should start this conversation in the Google My Business Help Community , where they manage the Business side of Google Maps.
There are other tools available, but this is not the right forum for a conversation about this aspect of Google Maps.
Being Local Guides we can add business listing too, then is a duty of the owner to claim them in Google My Business.
