Is it Pending or Not Applied?

As I understand, community edits feature (including the addition of new ones) for the phone number field, is not available in India.
Availability of some features in Maps can vary from one region to another and also can be disabled over time.
Nevertheless, you can complete the POI creation activity even without a phone number. The business can claim that and make an update later on.
