Whenever you review any place in google maps, you will receive some points in ur google maps along with the local guide levels. Once the level increases and when you reach the points specified per google maps policy you will unlock these badges / pin. Attached are the screenshots of the reward points table.
Also, once you reach your local guides level, you will see the star badge next to your profile picture in google maps
