The marker is currently located at -31.895820443067603, 115.8719080907301 (map), but it really should be located at -31.895296444341785, 115.87269259398155 (map).
When I try to correct the location, Google Maps tells me:

I’m guessing this must be a pretty common error message for Local Guides to see, but I haven’t yet been able to find any useful advice about dealing with ‘edits not applied’.

Yes ! Not Applied is a pretty common message to local guides so don’t feel bad. While I have over a thousand edits on my profile, yet I have loads of “Not Applied” as well. There is a fellow local guide wrote a post you may like How-to-get-Edits-and-New-Places-Approved kindly look it up.
It has been explained too that edits are approved either by the Al or by a human or both. If the Al doesn’t approve it and it needs a human attention and they are quite busy that’s it. You need to be patient as well as follow the rules and guidelines strictly.For more inquiries on this please read Why is my edit status “Pending” or “Not Applied”? These might help you make sense of the “Not Applied” status for now.
When editing a marker on Google Maps, it would be really useful if there was a way to provide additional evidence to a reviewer which isn’t intended to be added to the public listing.
For example, in the map marker location edit above, if I was able to also share the hyperlink https://www.dianellaplaza.com.au/stores/the-shoe-kings at the time of submitting the edit, it would provide all the evidence that a reviewer needs to confirm the edit to the marker location. However, at the time of writing, the only way to get this information to a reviewer is to replace the existing hyperlink https://shoekings.com.au/ . I understand doing this might be shunned, but I have tried this in the past out of pure frustration, and ended up having the map marker location updated successfully and the website address change rejected successfully - getting the job done, albeit in a round about way. I can only imaging that the reviewer actually appreciated having the hyperlink - making the location edit easy to verify.
You mention “the reviewer” a few times. Just to be clear the vast majority of edits are approved or rejected by computers using AI. No humans are directly involved.
Regarding links, then please use the deep link to the relevant store’s information and not just the top homepage when dealing with chain stores.
Fighting to fix this king of errors can be sometimes totally useless, for ate least a couple of reasons. The business is owned, and it is part of a chain. It means that:
The owner of the GMB profile can reject your edit, as they may be asked to confirm or deny the edit, before Google Maps apply it
The owner of the chain can revert you edit in a few minutes. Normally a chain manage the profiles of their shops through a database, that is normally uploaded weekly to all the profiles, and includes the location, the opening hours, contact details and even the name of the businesses. Once the database is uploaded, all the changes are reverted back
The only feasible option is to contact the business for them to fix the issue in their database.
Here you can read the frustrating experience of @minerva2 . After several attempt, I gave up in trying to help her, because all the time the business was moved back on the original (wrong) position, on the opposite side of the road.
Most probably (I’m sorry to telling you this) you will have to give up too

I don’t disagree with the already mentioned comments. Another thing to notice is if you drop a pin at 364 Grand Promenade with a date of 4 months ago (in Street View) and move to the southeast, the date becomes 13 year ago before reaching the fueling station. Newer Street View images exist. The reason might be that of the ones that run the mall from being updated. @ErmesT & @MortenCopenhagen are more knowledgeable regarding that.
