While answering quick questions about a place, I got the question “Is there a free parking garage or structure here?”
There is a free parking lot in front of the place, but I’m not sure whether that classifies as a ‘parking structure’ or not.

No, the Parking Lot is different from the Parking Garage in Google Maps POV, too. Even we have separate categories for them on the map.
And also about the system questions, it asks about them in separate questions. So if you don’t see a question about the Parking Lot, just check the place once again and it may show that specific question about the Free or Paid Parking Lot.

If the parking is public and is not a sidewalk parking lot, but rather a place where cars are parked, you can create it with the name public parking, as long as you add photos and data to verify the information, I hope it helps you.
