@zinnaingko Have you tried reviewing only a specific place or this is happening for all places you want to review?
And regarding ‘different accounts’ know that having multiple Local Guides account is against the Local Guides program policy. You will have to keep only your primary account and exit the programme on all other accounts you may have. To exit from the programme please go to this link. Note that you don’t have to close the second Google account, just only need to exit the Local Guides program.

Have you tried deleting Google Maps from both devices and then trying again?

I also wonder if you are able to try on a computer or on the Android platform?

@zinnaingko Read the text in the prompt. It says you don’t have any name associated with your Google account. Just add your name and it should be okay. To know how to edit your name you can tap on ‘ADD NAME’ option in the prompt or follow this https://support.google.com/accounts/answer/27442
