I am planning to host a First Meet up for Google Local Guides in Kanpur, UP
This meet up would be on Google Maps.
But need to fix a date for this and I am thinking to date in Mar 2019.

This is a great initiative from you, I would like to suggest for you to host your own meet-ups by planning it officialy here.
That way it will be easier for you to organize it and for the other Local Guides to be updated about any information regarding the meet-ups.
