However your question is too much generic, so it’s impossible to give you a specific answer. As in your title you are mentioning GMB, it seems you are trying to claim your own business
If so, you should address your question to https://support.google.com/business/community?hl=en
If not, you should specify what you are trying to add.
Generally speaking every edit must be verified, and some category has restrictions.
