Actually I wanna participate on Google local guide 2019 and I ve received invitation from Google
But I’m now 19 years old then what should I do to participate there.

You cannot partecipate at Connect Live. I am sorry about that, but the minimum age for taking part to the event is 21, as clearly indicated on the FAQs in the official website:
“What is the age requirement to apply for Connect Live?
All Connect Live attendees must be at least 21 years old by the event start date on November 12, 2019. That is because 21 is the legal drinking age in the United States and alcohol will be present at some events.”
