I think the best way to explain could be that Google decided to let business owners have the possibility to add updates as a new feature. They appear in their own tab on the place sheet. They can use this to inform their customers and potential customers about special offers, new products, staff changes, a new design (pretty much anything).
On top of this Google also decided to let Maps users and Local Guides make updates. We don’t normally have the same kind of update info. So it surely can seem odd and redundant to what we normally do when adding new photos.
I can think of the following situations where updates from us can be relevant:
If the business owner is not aware or able to give relevant updates.
I once saw a supermarket changing it name and the workers were taking down the old name board and actively putting up the new signs.
If there is some new menu or service option that the owners had not reported as an update. It is more likely that loyal and repeat customers will be able to recognize and post an update on.
Also, I noticed that the photo selection AI for updates is quite a bit more relaxed than the normal photo selection AI.
I think Google did not inform us sufficiently about what we should use updates for. On this page you can read what Google wrote to inform Business owners about what they can use the update feature for.
