How does neither natural and helpful nor artistic photos get views?

Along the same lines as my answer regarding your question about featured photos for natural sites, just like any places of interest (POI), featured photos of monuments and museums are selected by Google’s AI no doubt based on many factors including for example is this the first photo of the monument or museum, the quality (e.g. not blurry or in low resolution), currency, appropriateness and relevancy (i.e. shows the current state of the monument or museum), policy compliance of the photo, and how well the photo represents the particular monument or museum, as well as how all other photos if any added to that POI stack up against this same criteria!
No doubt there are other factors and humans might from time to time be involved in the selection process. I should also once again mention that there are many great articles here on Connect that will guide you in terms of what photos should you share on Google Maps and this article here might be of interest to you.

Are you asking a general question or are referring to photos uploaded by you?
In the second case I can add that low Res (screenshots) have a very low relevance and, as all of them aren’t original content (all your contents are copied from the web) you should remove all of them.
A virtual world tour, with the upload of photos and reviews copied online, and also uploading the same stolen photo in a lot of locations in the same chain, is the best way for a quick ban, more than a way to receive more views.
Please delete all, and restart from scratch, if you really want to be a Local Guide.
