The Google Maps team occasionally blocks access to edits in some regions on observation of excessive spamming.
However, if some incorrect data is causing extreme difficulty to users in your region, you can mention the correction here on the Connect forum and then tag a Google moderator.
Nevertheless, one must not misuse the feature to convey some trivial changes.
Additionally, you will not get any credit in the points. However, the satisfaction of helping the community would be a big reward.

If somebody follows the current map & then that results in a legal action & punishment because of trespassing, that would be the extreme difficulty.

This feature is not yet available in your country. Google will remove the restrictions when whatever is restricting Google from offering editing gets removed.
