Great question.
I believe Google welcomes such videos on Maps, but keep in mind there is a filter detecting copyright protected music. The audio will be cut if this filter is triggered.
In my area, it is extremely rare to see this type of video posted in a review. I would love to do so, but I don’t see any mention of this in the Google Maps Policy.
To me this looks like a tiktok or Instagram video that gets reposted on Maps. At several occasions Googlers have explained how they strive to give a more dynamic and interesting presentation of places by showing more videos.
Let us ask @DeniGu for guideline clarification on uploading videos with music and superimposed texts to Maps.
