How can I submit correction, edit or rate Google translation of a POI from a user review in local language. Laksa Penang was translated to “Forced Labor”. Or a warm body somewhere is being critical about some foreign country unverified issue.

As Google translate is used in several apps I suggest you copy the local language text to Google translate (the app) and make the translation again. There you have an opportunity to comment or suggest a better translation.
Over time and if your new translation gets approved this will eventually also affect the translations of reviews on Google Maps.
I believe that is the best you can go.
