Because I am level 6 and I haven’t received anything .Also because I know many local guides that they say that they haven’t received any gift or discounts or anything from google which is kinda disappointing. I know that is a voluntary ,but they could have given us at least a chinese made pin that costs 40 cents and ship it to us for less than a dolar. If not for them I would pay for it to have it .Kinda ironic not only that I havent seen any single meet up in the balkan countries.Yes there are some that people tried but why everything has to be so hard to do.It seems like the local guide platform dies in these countries. There are many people ,but the least we could do is to show them our thanks and help a little

To answer your question,I havent a clue what geographical areas on the maps gets a gift or not. Its all determined by Google itself. Moreover no one can explain how the distribution of gifts goes.
Getting gifts from Google really doesn’t have anything to do with levels on the maps. You could get a gift as a level 4 while a level 10 wouldn’t have a gift. All you can do is keep contributing quality to the maps and if your turn ever comes good for you. If it doesn’t,don’t feel bad all the same.
