Where I live there’s lots of legal paths and shortcuts between the suburbs and the main town. Google maps is preferring motor travel over walking which is actually quicker. Is there a way to map and submit these paths in some manner

Sure they can be added. I add a lot of such walking/biking paths. If a path is raised above or running in a tunnel under normal roads it is not possible to add them without they auto connect to the existing road.
I just prepared a Manual for Road Editors . Please take a look.
