It hurts me to see how there are Maps accounts that are growing to level 10 just by uploading hundreds or thousands of photos and we as people who participate in this Google program do not grow the same, when they only do it as a business.

As it is visible, it is easy to identify that the user profile is only used to rate everyone with 5 stars and upload many photos, so it is easy to deduce that it is a marketing company that sells Google Maps.
My question is, can I report them? How can you report them? Where can I report them?

I looked at the contributions and I don’t see a pure spammer, but there are many issues with recognizable faces and lots of duplicate images.
I don’t think this profile should be reported for the reason you mentioned, since many people only to rate what they consider the best places.
The many duplicates and [recognizable] faces could warrant flagging. I don’t think I would flag the profile since there are also many good contributions. But it is up to you.

I don’t think that account is a company @Omar_Raygoza it looks like a normal human to me who perhaps over shares a bit including selfies and group photos. This sort of contribution do get cleaned up over time. A lot of people only share reviews when they are happy because sharing unhappy reviews is not something many people like to do. They just tend to stay silent on those places. Bad reviews for me are unusual for example.
