It’s basically an extension of the Connect Live experience in pop up events in select cities. You can read the past Connect Live experience and future experiences here. I hope this helps?

Definitely not. Not all Connect Live 2019: Lagos attendees are on level 10, we’re of different levels but very vibrant community I must say.
