Hello everyone, I’m a level 6 local guide. Recently I got an email from Google to apply to connect live 2019. But I won’t be at least 21 before November according to google. So, now should I apply?

Keep contributing and wait til you 21 to apply next Connect Live.
Last year same situation happend to me too @Zinan . Then I wasn’t of 21 so have not applied for Connectlive2018. But now I have turned 21 so I am eligible. So, in my point of view you should keep calm until you turn 21 and should keep contributing to make the wolrd a beautiful place be sharing your reviews, Photos and much more.
