I moved your post from Idea Exchange to How-tos because it is not an idea but a question.
No, we do not use hashtags here on Connect. Well, of course, that you can add a hashtag to your post but it won’t behave as a hashtag (it will be just a text). We do use @. If you want to tag some person you write @ and username and it will notify the person.
It is possible though to use hashtags in your reviews on Google Maps. And there are also some Local Guides hashtags on Twitter, for example, this one #LocalGuidesConnect.
