Have you check your Gmail?
In my case, I did not receive any email from Google. Every time i leveled up or my photos reached a certain view, Local Guide team will email me to notify and congrate me.

Yes, everytime chek your gmail. But ah…
Then if you have multiple gmails, you confirm whether the account you currently check email is the account you signed up Local Guides program or not. If not, then sign in the account which you signed up the LG program then check email again.
If it was the account signed up LG program, then you should ask Connect Moderator or Google Moderators for a convinced answer.
