I believe you are referring the street view t
ab, visible in Maps app under the heading photos.
Once we open any street view aka 360-degree photo, we can’t scroll to the next by swiping to left or right.
We have to come out of the current photo & then tap on the next one in the thumbnail view.
Nevertheless, users can’t decide which photo should be featured or appear as cover.
At most, we can flag an inappropriate one and suggest its removal.

The Street view photo added as 360 photo on a place is automatically assigned by Google Maps, and is related of the position of the pin (address), not to the place itself.
If the image is wrong, it means that the pin is in a wrong position.
If you are interested in contributing with 360° photos (Street View) you can do it in several ways, starting from a smartphone up to very sophisticate camera and software. My tip is to start by learning with a smartphone.

First of all I would like to ask you to tag the person you are responding to by adding @ then clicking on the profile of the person you want to mention. This will make it easy to communicate.
Now, to respond to your question: You can try to upload new Street Views photos in front of the business. If the quality of the photos is good, maybe the algorithm will pick the new photo instead of the old one. I said maybe, because the choice is made entirely by an algorithm, based on several factors including the quality of the photo, and there is no way for a human intervention to modify the choice.
Of course, the business can hire a Street View Trusted photographer to upload a new blue line, but again,there is no certainty that they will be chosen to replace the old ones, Street View images are never deleted, but simply moved down in a kind of “historical layer”.
However, I have another question for you: Are you in some way related to the business? This will explain why for you it is so important, but … But Businesses cannot join Local Guides, and this program, to represent their business.
This is against the Local Guides Program Terms and Conditions : “Organizations, brands, and businesses are not eligible for the Program.”
If so, you should address your question to Google My Business

Ao invés de colocar nova imagem, tenta adicionar novo negócio ou o que seja novo, tira fotos com a geolocalização conectada/ligada, introduz telefone do negócio e outras infos… Mais cedo ou mais tarde o Google Maps irá atualizar as imagens.

@CSF , Adding a new business while there is a business (maybe two) that need to fixed already on the same location sounds like trying to spam Google maps.
I still waiting for an answer, @RossanaSJC . As far as I can see in your profile there are duplicate photos added to two different version of a business, and the Street View in there is showing something totally different.
Is this what you are trying to fix?
